I’m on a MAC iBook G4,i was wondering if there is a converter out there where i can convert .mp4 to mpeg2. because i found a program called dragon burn which allows to to burn mpeg2 files to a cd and the movies will play on a cd in your dvd player. but can anyhelp me find this converter please.???

is import the movie into iMovie, and then export it to iDVD and burn it that way. That's free, instead of the $49 for dragon burn. Then again, if you want convenience go with dragon burn. It will take a bit more work for iMovie and iDVD. I haven't worked with it much but for short movies. I can't recall what the limit is on Time. I imagine between 1 and 2 hours (someone correct me on this if I am wrong)
I also believe Roxio Toast will do this. If you hit eBay, you can find an older version (Like Version 6) that will do what you want.
Try forum spam, it can nicely convert mp4 to mpeg2 format.
