What IDE Formatter?

I have got a larger IDE drive for my iMac and wanted to partition it but Drive Setup in Mac OS 9 does not give me that option. What formatter that works under os 9 can partition an IDE drive with more than one mac os partition and is freeware?

Drive Setup should do it. Are you actually running OS 9.0? You could try grabbing a more recent version, if indeed Drive Setup was updated at all after OS 9.
Does it see the drive at all? I know it may be obvious but have you got the drive jumpers set the same as the original drive?

It does recognize the drive ,

It does recognize the drive ,initialized it, and mounted it, but i don't see an option for partitioning.

If you got that far then you must have missed where the option to partition is. There should be a button or drop down very early on that lets you choose a custom partition scheme.
