put my pb in fw target mode and install from another CPU?
That can't be right...
You must have a system 9.x folder on a Mac somewhere, just drag and drop to your desired destination.
Could be over a network, from a BU CD/DVD/HD, whatever . . . . Of course, you can't use the boot System Folder from an install CD, those don't boot once copied to a HD.

When I copied a system folder from a mac os 9.1 cd to my pismo, it worked just fine. I might have had to re-bless the system folder but it does work. (to bless a system folder, double click on the system file)
usually, the machine you have comes with an "Extra's" disc and with have it on it. Or, you can just get another machine to pull it off of. Mind you, if the machine did not come with OS 9.2.2 or earlier as the standard OS, it will not work with JUST ANY OS 9 if you want to boot from OS 9. It will require the actual Classic that came with the machine. This is usually because Apple has a custom made Classic for the machine that has somewhat of an enabler that allows unsupported machines to boot into OS 9 properly.
Technically, you can boot from any 9.2.2 (Has to be 9.2.2), but some stuff won't work properly. Like my iBook G3 Dual, I could boot from my Mom's iMac's DV OS 9 (with 9.2.2) but my screen did not cover the whole LCD area. Even if it was at 1024x768. There was a border of black around the picture. But it won't hurt the machine. If the machine had USB 2.0, it will never boot into OS 9, that is, unless you mod the firmware, which I am not sure if you can do.

Might it have to do with disk drivers?
When I got my new HD and Tiger, I did a clean install, and thinking I'd probably never need Classic, I don't think I installed the old drivers.
used to work fine with Panther on the old HD
I have been told by some people that tiger does not play well with classic sometimes. have you updated it all the way? and are you using the OS ( that came with your PB?
another thing that might be a stupid question, did you remember to set it in the classic control panel in System Prefs? Did it even show up?
If you have the original install disks, it will most likely be on a disc called "Additional Applications" Or "Software Additions".
Just snoop around. You can also use Pacifist, and see if you can extract the package from the disc...
could be Tiger... dunno. No... its not the original disks that came with it.
But as I said, Classic worked rather well with Panther.
Here's what happens:
Open Classic Prefs, searches for System Folders, and always finds them (its "them" now, as I have a few... I keep trying, and leaving the others there...)
So I launch, I get the Classic icon in the dock, the window comes up, if its the first launch of that folder, I get the "have to update" business, and I tell it to update, which it does (I'm using 9.1).... then the face thing comes up, but the status bar barely gets going before it stops doing stuff... trublu uses a lot of proc, but it never gets anywhere... after a good while, it crashes "gracefully" as I barely noticed it has crashed... no offer to report a bug.
So... does Classic need the old drivers, or what?
I might be able to help you better than your "using" of OS 9.1
In Tiger, Classic is on the Application Restore Disk. Put that disk in, run the installer, select classic, and you should be golden.
