well heres the story...
i decided to pull out my old 9600 and i had a stick of beige g3 rom on my desk. i noticed that it fits into the slot on the 9600 mobo and stupidly i tried starting up the 9600 with it. well ever since then the 9600 wont boot from cd nor any hard drive with an os on it.
i've tried reseting cuda, and pram. i couldnt try resetting nvram because it also wont boot to open firmware. i have tried numorous os cd's( 7.6, 8.0, 8.1, 9.0, and 9.1). The 9600 boots to the grey screen but then stays on the ? floppy. i have also checked the pram battery and its fresh. i have checked all ram and still can't get anything. i have a feeling i screwed up the firmware by putting the beige g3 rom in. anyone have a suggestion?
Is it seated properly? I remember my friends 8500 not booting when the processor card was slightly unseated.

Longshot but worth a try. Disconnect power supply, yank ROM, RAM, pram battery, cards, what ever is connected to the board with a connector. Let it sit for hours. reconnect, diddle da cuda, reseat everything, cuda, and see what happens.
Did you try disconnecting the floppy drive? I've had a few old macs not startup because of bad floppy drives.
