I have an old powerbook G3 that has a working monitor. Can I take the LCD monitor and somehow make it into a LCD TV monitor? Thank you.

Doing so is not possible. One is digital one is analog. Doing so would require fancy converter boxes costing hundreds of dollars. Also why do you want to tear apart a powerbook G3? If you do send me the motherboard.
If the motherboard still works, attach a USB tv tuner. Voila, watching tv on a powerbook screen.
And, I should add, for the right aesthetics (so it doesn't just look like a powerbook with a tv tuner attached), put the whole thing in a frame, like this:

You could also use a zoomed video PC Card like the iRez CapSure to display analog video on your PowerBook's LCD. It works on all PowerBook G3 models... The catch is that you must be in OS 9 as there are no zoomed video drivers for OS X as I understand it...
