Merlin Toolbox Programming

Trying to write a simple event loop program with Merlin16+. I'm trying to use StartUpTools to handle initializing a few tools for me. The problem is the call to StartUpTools returns a Resource Manager error saying it's already started. My program is up on Pastebin here. Can anyone take a look at it and see why it's doing that? I'm running System 6.0.4.
