I try to boot my emulator on a IIc using the external DB19 port.
It says, no bootable device.
Do I need to manage some line signals a different way (WR_PROTECT, SELECT ,..) a different way compared to IIGS to have it working ?

I get the same result with a SmartDiskII card or even a real LiRON. I've never been able to get SmartPort to work. I haven't tried it on my IIgs, but I should. I should also try it with one of my Yellowstone cards.
What emulator are you trying to boot and how is it configured?
Have you invoked the ROM4X menu and tried booting from opyion 7 (external 5.25 disk)? You should not need Smartport unless you're trying to boot something other than a 5.25 disk image.
Are you seriously trying to boot an emulator on a //c or are you trying to boot a //c on an emulator?
I am working on a floppy disc emulator and for some reason I can not boot a IIc on a Prodos Image using PR7 (Ext Drive)
That's an old problem, possibly not affected by your emulator. The ability to use "PR#7" to boot external devices was a barely-functional hack that Apple attempted only in the initial ROM version of the //c, and the capability was abandoned in all subsequent ROM versions.
