So I have been around for quite a while in the Apple II world and have worked for dealers when I was a young pup in college and I have never seen one of these. Did I just miss out, or is this a "modern day" creation?

That's interesting. I was just talking about painting a yellow IIc on another thread, but I wont be doing it.

But save your dollars, unless you just want a $250 bottle for your collection. The French report above mentions the paint being perishable and his was no longer usable after all these years (still liquid but no longer sticking).

Funny Story... They did make it.
About 1989, a kid in a home ec class at a small, rural Missouri high school stabbed a //e case with a butcher knife leaving about a 2.5" gash. No sparks - that was good. Dad agreed to pay some really high price for the Apple touchup only if he liked it. So the tech came to the school on a regularly scheduled service run with one of those bottles and touched up about a 1/4" as a test. It was a horrible match in both color and luster. Maybe it was expired back then :). Anyway , the Dad picked up the computer over Christmas break and returned it looking better than new. Turned out he ran an autobody shop and fixed the gash and repainted it.
I saw it. I considered buying it to have a Ditzler code made from it with my automotive paint blender, then publishing the mix codes so that anyone couyld order it (e.g. SEM colour formula). Just costs too much at present. If anyone wants to go halves to accomplish that, feel free to let me know.
Well, let's try a crowd fund... I'd be in with $20 by paypal. Let's see, if there are enough people want to go the exact color code (in hope, that european automotive painters also can mix using the american references) go online.
What makes you think that a 40 year old bottle of paint, which reportedly was already a bad color match 40 years ago, which is perishable paint and was reportedly no longer sticking a few years ago, could now be used to obtain the original color code for an Apple II case?

For those who want a paint for their Apple ][, I've already had a color match done. It's a semi-satin formula.
I took the cover from a pristine Disk ][ drive to a paint specialist in my town and they made a great color match for me. Even the satin tone was indistinguishably close. (no such word but you get my meaning)
I'm including a photo for those who want the formula. It's really close. I painted the tops of a couple Disk ]['s that needed touch-up and did not re-paint the sides, and you can't tell the difference.
I used the Disk][ for the color tone because being metal, I thought there would be less a chance of color change than on the Apple ][ composite case due to out-gassing of the composite materials. (IMO)
Check the photo below. If you have a NASON Paint dealer local to you or an Auto Body shop that uses it, then you can get a pint of the stuff for about $40. That's easily enough to paint 10 complete cases or more.
Just use the label below and give it to the supplier. All the colors to the formula are displayed with their ratios. Paint is computerized these days so the results should be pretty-much exact.
So, at $250 per ounce, a pint on eBay would cost you $4000, so save yourself $3960 and make yer own! :) BTW, if I see this advertised on eBay, I promise to compete with you.

Nason enamel is not SEM.
I never said anything about SEM.
My post shows a formulation by Nason. Chances are, a SEM conversion will not lbe as close, being 3rd generation from the original.
The purpose of my post is to provide a very close match. I've also supplied a reference to on-line ordering, so I don't understand why you would pursue SEM.
SEM Plastikote chemically bonds to plastics as a dye. It's an entirely different material from standard acrylic or enamel paints. Thus, it is suitable for recolouring plastics that have a base pigment, rather than being painted.
