Found these on eBay (not me selling)
I need a ROM card for myself, but are they really worth that much or is the price inflated?

Wow, I was all set to say yes because they are really expensive but then I opened those eBay links...
they are NOT that expensive. Maybe $150 to $200 USD with a full set of integer ROMs. The high side is if they have a programmers rom.
If they have AppleSoft ROMs, then maybe $40 or $50.
Horribly inflated.
You should be able to find one on eBay for under $100.00
You just have to keep checking.
I see one here in the US for $150 but even that's too much IMHO.

Here's one missing the chips for less than $10 ...

Good luck in your search
Lately empty ROM cards have been going for $60. I have seen ones with Applesoft ROM's going for $80+ Even ROM cards with second hand ROM's going well over $100. Anyway, most of the links that you showed have a "best offer" option. Why not make an offer that your comfortable with. They can only say no.
Sorry for my inexperience (I'm new to all of this!) but, what constitutes a full set of integer ROMs? What does this look like vs AppleSoft ROMs? What does a programmers ROM look like?
