Apple IIe PAL outputting BW video out

Hi everybody! (First time poster here)

I'm having some issues with an European Apple IIe that I'm hoping someone can help me with. I did read some past threads, but I wasn't able to get any good takeaways from there. The problem is that my Apple IIe displays the image in back and white, even when the board switch is on the "colour" mode. I'm getting that when I display the image through the composite out on a 14" Trinitron CRT (which has been absolutely fantastic for every other retro system). However, when I try it on a modern LCD, I actually get some color (but it looks like it's the wrong color).

I looked at the composite signal on the oscilloscope and the color burst is present. The crystal is generating a signal of about 4.433 MHz and it looks fine on the scope. When I tweak C122, the amplitude of the signal changes a bit, but it makes ZERO difference on the video itself.

I tried swapping out the crystal for another one, but the image continues the same.

Any idea what might be going on? The PCB is definitely PAL.
