I skipped them probably because they are ridiculously overpriced and don't deserve our attention. And because there are as I pointed out several at much lower price. I am following these cards since I will buy one out of curiosity some day. I noticed one guy with rating over 4100 in ebay is buying most of them and most likely he will resell them later, but I will stick to conventional apple //e's if the price of this not fully compatible with //e's behaviour card goes high.
If you are looking at the going rate of something then they absolutely deserve our attention. You can stick your head in the sand and pretend that there are not more cards selling at higher prices than lower, but the reality is to make a fair offer (as the seller requested) you need to know the price range the same item is selling in.
Fair price based on recent sales would be somewhere between the highs and lows.
Fair price to YOU is whatever you think it is, but not necessarily fair in the real world.

Why are you explaining me elementary things? Is your thinking so basic by itself?
I noticed someone on eBay had a bunch of these and "flooded the market" with them. I bought a NIB over two years ago and paid $170.00 and thought I got a good deal. Things come and go on eBay. You are right in that this person will most likely wait for a while and post them at a ridiculous price and most likely get it. It wasn't that long ago when the Y-cables themselves were going for $60-$80.
I think a fair price (on the high end) now for this one would be in the $90-$100 range. More maybe if you have the Box.
The alternative is to hang on to it and see if the market goes up. I know there is one person selling them for $400.00 or so and has been relisting them for over a year.

Jwg gets it. While fair market price will fluctuate for many reasons, the OP's request for a reasonable offer is easier for others to make when they know the whole story, not the portion of it you chose to post.

Thanks for the insight and info on Ebay going rates.
My thought were that this was a tested card and money back guarantee it will work.
But, Will now bust on Ebay as suggested at a Buy it now of $90.00, Starting Bids at $50.00 and see what happens.
Unfortunately No Box, Just the Y Cable, Manual and Original 6.0 O/S Disks and Copies of the 7.0 O/S Disks Emulation Card Disks.
