It's so strange . My Apple II can't boot with roms at the main board but can do with those roms installed on a romcard at slot #0 .I've checked socket connections and they look
fine.

Could be broken or dirty ROM sockets, or the 74LS138 at F12, or the 74LS08 at H1
What exactly do you mean by "can"t boot?" Does it beep, print Apple ][, or just leave a scrambled screen? Only really need the F8 ROM to boot so concentrate there. What happens when you remove the ROM card? You can also try swapping the F8 ROM from the ROM card.
