http://cini.classiccmp.org

There are loads of places to get apple ][ manuals with just a few seconds of searching.

http://cini.classiccmp.org/pdf/Apple/Apple%20II%20Reference%20Manual%20-%20Woz.pdf

covers the minor change for a europen monitor standard on page 10 but

https://mirrors.apple2.org.za/Apple%20II%20Documentation%20Project/Books/W.%20Gayler%20-%20The%20Apple%20II%20Circuit%20Description.pdf

Is a very comprehensive manual that covers everything else.

There is not that much

There is not that much difference between the Europlus and the Apple II+. A great starting point is:

W. Gayler - The Apple II Circuit Description.pdf

If you are interested in repair then I would recommend:

Apple_II_Plus_IIe_Troubleshooting_&_Repair_Guide_1984.pdf

Also there is a lot more here: https://vintageapple.org/apple_ii/

Here are the Apple II+ schematics. For the Europlus consider the three 50 Hz spherical pads as connected and the two 60 Hz bowtie pads as disconnected. Also the crystal oscillator of the Europlus is 14.25045 MHz, instead of 14.31818 MHz. Other than that and the stupid label on the cover, I think everything else is identical.
