Still with my A2+ repair,
I've got my unit "working" (always with this thin vertical lines problem) but now I'm trsting the PAL Encoder card.
On both a color CRT and an LCD, the display has a weird green tint background (the black background of text modes is green )
Apart from that the colors look okay in test softwares
Is this a know issue ? It knida looks like the display is set too bright but I'm not sure if there is a brightness setting somewhere on the card
I can"t find any PDF online about Apple II PAL ENCODER cards, and no schematics either
There is a signal level trim pot on the motherboard, at least on NTSC machines. I don't know if it would do anything to the level from a PAL card. I'd suspect the card itself may have one. Can you post a pic of it?

Here is the manual and the schematic.
That's the manual and schematic for one PAL Encoder card. I am guessing that there were probably more than one out there. Hopefully it is the one the OP has. If so, it does look like there is a trim pot located near the RF Modulator. I don't see any mention in the manual, but I am assuming it may be the signal level adjustment. Perhaps make note of the oriignal position of the trim pot and then try turning it to see if the image can be improved?
I have a couple of PAL cards, need tou tune them up...
