Apple 2e not booting

Apple 2e not booting

Hi All,
I recently purchased an apple 2e computer, on first boot the logo did come up but then the power supply gave way.
Power supply has since had all the capacitors replaced and has come back to life, all voltages are spot on. But now I get a screen with horizontal lines on boot.
Does anyone have any ideas on what it could be?
I added a pic for reference.

looks like it might be the 74LS245N chip that you mentioned, I'll just have to wait until it arrives to test.
