all i can really get it to do is make the screen blink.
Pull the battery? I'm almost positive the the main battery is dead, so it may be trying to pull too much juice to charge the dead battery. Also, have you checked the PRAM battery stack?
I had the exact same problem- even after buying a new set of PRAM batteries, resetting everything, praying some incantations, etc etc. I bought a PB100 off a guy- a beautiful machine with all the trimmings, plugged it in..... nothing. However, I bought another machine a while back, same problem, came back 6 months later, and it boots right up. So you tell me! I've had the Pb-acid batteries out both times, as they've been dead for years. I had the back power switch on both times. I wonder if it's capacitor issues like I've got in my se/30's? I keep meaning to recap one of the PB100 motherboards and see if the problem sorts itself out. BTW, do check the power connector on yours, they tend to come unsoldered and make poor contact. It's hard to boot without juice.

whenever i disconnect the main battery, it tries to start, but the backlight just links
Ah, does the HD spin up? It might be suffering sticktion. I remember mine has that, but I don't recall if it prevented booting.
no, no spinup
Open the case and unplug it and see if it powers up. It's really easy to get into a PB100.
