There are different ways of doing it, but if you have direct access to the server, the apache httpd.conf file has a list of files to look for to serve up first. Popular remote management software (ie. CPanel) will let you change these settings from the interface without having files directly edited. IIRC, you can also specify the same httpd.conf settings in a .htconfig file.
