ToggleAT FKEY v4

Here's a new version of my ToggleAT FKEY. This update is very minor and
simply allows you to turn AppleTalk back off if it is set to start on the
next reboot. This isn't hit often, but some guy was whining at me.

ToggleAT turns AppleTalk on and off with a simple key press. Handy for
PowerBooks.
