Google "VGA TV Converter"

You can get stand-alone converters for around $50-$70. Here's an example:

If the machine you're dealing with has a swappable video card you're probably better off getting one with TV/S-video output built in, of course. Most cards have these days. I recently bought an Nvidia GeForce 6 card that had VGA, DVI, *and* a multifunction port/octopus cable arrangement that supports composite/S-Video/and HDTV Component output for less then $50.

(Which is now driving a Sony HDTV via through a DVI-HDMI cable, so I didn't actually need the fancy TV-out support, but it's still neat to have gotten so cheaply.)

Oh, yeah. In terms of specific recommendations/suggestions long ago I used an Antec "TVator Exec", and it did a decent job.

They don't sell it anymore, unfortunately. You might be able to eBay one.
