Is this bad?
It is also NOT plugged into the logic board.

nothing to hear...
nothing to see...
not plugged in anywhere...
IT CAN´T BE BAD !
What´s about the thing we shall judge ???
Did you seriously view your posting and expect another answer ???
just besides - the powersupplies from Apple won´t work proper without any load at all...
it requires a kind of load ( for example an old harddiskdrive connected with an adaptor.... )

If the Apple IIe power supply isn’t plugged into the logic board or other load when turned on, it’ll make a sort of chirping noise. It needs a load to work.
I can never understand what you're trying to say.
Dear pc154864,
if you don´t undesrstand - lets explain:
your question:
is this bad ?
lets just recall: we can´t hear what kind of noise your powersupply makes .....
probably because you can´t print the sound and we can´t hear it ???
So what shall we judge ?????
your statement:
It is also not plugged into the logic board.
lets just recall:
we explained that a powersupply will not operate reliable without any load at all !
the powersupply is dependent to operate with a load or it might not work correct
and therefor the voltages measured at the outlet might not be correct !
In other threads a hint was given to test the powersupply with a harddsik as load...
beyond that it´s useless to add comment...

Load = something that the power (In your case, the power supply) gives energy to. The power supply needs [something to give energy to (a load)] so it can function.
Logic Board = Motherboard: The large board inside your Apple Computer. This is the load that your power supply needs to be connected to.
As power is being fed into the logic board/motherboard, the voltages will drop due to the power consumption that the motherboard is using/taking from the power supply.
That is why you can't get accurate voltage readings on a power supply with no load attached to it.
Also, WARNING: NEVER connect an ammeter without a load or you will burn your ammeter or the fuse inside.
